PCDP is planed to reach all pastoral and agro-pastoral communities residing in all lowland areas of the country during its fifteen years project life. During the first phase a total of 32 woredas in four Regions (25% of total Pastoral and Agro-pastoral Woredas) were reached by the project. For the second phase the number of woredas is raised to 57 (32 existing and 25 new) in the same Regions including Afar (14 Woredas), Somali (21 Woredas), SNNP (6 Woredas) and Oromiya (14 Woredas). In the third phase the number of woredas are also increased to 113, with the ration of Afar (23 Woredas), Somali (54 Woredas), SNNP (10  Woredas),  and Oromiya (26 Woredas).

        The criteria used for selection of new woredas were: 
        • Adequate security for implementation, supervision, monitoring and evaluation, 
        • Minimal overlap with similar projects (e.g., FSP), 
        • Road and communication accessibility, 
        • Population, 
        • Poverty and vulnerability as measured by food security needs
        • Proximity to existing project woredas when ever possible
